Excellent discussion! Since it is my personal point of interest, I just wanted to chime in on the question regarding people relocating to certain cities due to permissiveness. I can't speak to drug use in public (though it seems intuitive that if there is a place where you can easily find and do drugs, you will go there) the comparison to homelessness is off. A lot of studies have been done to try and tackle if San Francisco is full of homeless moving there for the weather, and pretty consistently finds that most homeless people lived in the city before being homeless or only relocated from a nearby county. If homeless people moved for the weather, you wouldn't have the largest population be in New York City, it would be Miami or Houston or New Orleans or some other always warm cheap city. Instead, homeless rates and street homelessness is almost entirely drive by cost of housing and (lack) of vaccencies in the local area:
