This article brings up so much. IMO many of these troubled individuals who commit violent crimes, were unwanted babies and/or abused as children. This is where it starts, and is where society must focus on prevention. Like it is said, it is wiser to put a fence at the to of the ravine, rather than an ambulance down in the valley.
Guys like this always destroy their "supportive permanent housing" and go off their drugs.
If you agree the best place is jail but it's stupidly expensive, why not just use bullets? This man was not innocently arrested 40x. Give them 15 chances then call it a day.
